Yeah, now you've got the wacky Big-Little design with the 12th gen Intel procs. Windows is probably better at actually scheduling the 'efficiency cores' for use. Presumably will be a better gaming PC too, just in time for HW3.

Can always pop on a Linux livecd and `rsync -rav` the files over to your new box if you want to handle it pretty forensically (esp if the problem is more software than hardware).
