This is within the context of a video game, not a webcomic.  Simplification is essential -- the game mechanics MUST be as transparent as possible.
That is a good ideal, which is, sadly, not something that is followed very often. Some MMOs are as complicated as a full-time job.

Anyway, for an action-RPG, you don't need anything complicated. The Soroin would be the standard troops, average in most regards, but have the highest versatility, especially if promoted or/and "upgraded". Specialists, on the other hand, are geared towards a specific task, and will fare worse in other regards. Or, in the case of high-level expert units, they will be especially effective in everything, but equally expensive.

Besides, settings and rules must be adjusted against game balance. Fireblade is too OP. NERF PLZ.
Did somebody say action-RPG?

Fun fact: did you know that "Loroi Union" has the same number of syllables as "California"?

This game couldn't be done with $15 000. It couldn't even be made with $15 000 000. For reference, Mass Effect Andromeda had a development cost of $80 000 000.
It would be great if there was a game developer with more budget than Sony and Nintendo combined making a game with Avatar (the movie) like graphics and worlds, real voice actors and more content than you could play on your life, but I m more interested hearing of what kind of game anyone of would create yourself, if you had the tiny budget and skills and time to sacrifice few nights per week whole year.

Would it be a puzzle chess? 20 minute storybook? Or something else?

Be realistic and creative. Because maybe someone of us actually have skills and time to make it.

Game where you must write words faster and faster.
The difficulty levels are:
Beryl (Easy) 4-5 lettered words
Tempo (Medium) 5-7 lettered words
Fireblade (Challenging) 6-9 lettered words
Stillstorm (Difficult) 7+ lettered words
Kikitik-27 (Nightmare/Umiak) foreign words growing in length
In the game progress, you will be rewarded by image of character becoming more relaxed and even happy.

This idea's a bit sketchy, but...

It would be a 2D fleet battle simulator made (for budget purposes) in a simple style resemblant of Atari's Asteroids, with similar physical laws programmed into the game. Including free falling in space unless the player or non-playable vessels maneuver.

In the game the player pilots a Command Flagship and relays commands to other ships in its fleet. The objective is to clear out several clusters of enemy ships scattered throughout the map/battlefield. Each level increasing with enemies, different kinds of enemy ships and additional objectives like defending points, rescue, rendezvous, assault, eliminating enemy entry points into the map, etc.

For motivation and to prevent stalemate, either a timer or fuel supply gauge is present to warn the player of how much maneuverability they have left. Including limited ammunition.

The most common commands would be to order ships to change position by way of clicking on a designated spot, attack enemy craft or assume defensive formations.
-Defensive formations would have the advantage of fortification, but risk stalemate as well as eventually running out of ammunition or time.
-Ships would have the option of assaulting other ships individually or by clustering into attack formations to increase attack power. The disadvantage is that you have a limited number of ships and have to divide your fleet smartly. For example, you would have the option of clustering all your ships together into a single formidable attack group, but the enemy's more powerful weapons (like the equivalent of the wave loom device) have a chance of wiping out your whole fleet if completely clustered together.
-Hijacking enemy craft could also be an option.

Common weapons would include, to be true to Outsider lore, lasers and missiles. And the game could feature rewards as one progresses. For example, the player cannot utilize special weapons like blister missiles unless they complete a specific objective first.

Intriguing. Like one of those intellectual, text-based games.

If I had few friends capable of doing art and code, I could build a tower defense game. The planets you protect, build you resources, that you use to build your defense lines. The umiaks come from few jump points toward your planets. Your "towers" arent just stationary targets, but some are ships that are capable to keep certain distance after engagement.
After winning enough waves or abandoning the level (perhaps jumping away before losing your planet or capital ship), you might be able to continue harder level.

Cute... sadly with the Umiak exoskeletons are not capable of much in the way of expression. Perhaps that is why they chit chat so much with each other.

You only have to glance at Talon to know what she is feeling.

If you were a Umiak you would have to tell your fellow Umiak if how you felt since they would have no way of knowing by just looking at you as you would lack tge ability to smile or frown.

Even Sasquatch is more expressive than a Umiak lol!

Baby steps guys, you gotta aim lower for your first game. So surely that means Outsider should be a hentai visual novel.
