If these are drones, or flying craft of some design, my guess is that these are not corporeal at all. If you consisted of nothing, say light for instance, you'll hardly be effected by the atmosphere, or just a little bit by the water.

That’s quite a leap. The military has clearly found an interesting propulsion trick, and solved the battery bottleneck judging by the drone’s ability to stay under powered flight for several hours.

Aliens have better things to do than test new sensor suites.

Thus, the ability to generate such high-frequency electromagnetic waves is key to the alleged abilities of this theoretical hybrid craft that can soar near effortlessly through air and water at incredible speeds with little to no resistance or inertia.
