What is the usual interaction between loroi police and civilians? How do the civilians view the police? Do the police ever have to interact with military personnel?
How does the loroi system of justice work for civilians?
Is there any tension on worlds that have loroi enclaves, since all loroi have to be tried by loroi courts? Or is there little tension since the loroi would tend to stick to their own community?

I imagine that most police activities among the telepathic Loroi would be pre-emptive, rather than reactionary; along the lines of something like this...
Windward is unhappy. Her greatest rival, Sunsail, advanced in the trials faster than she, and she believes her rival did not deserve it. She packs a bag, pours some hot ocha, and contemplates various forms of painful and bloody "punishment".
There is a polite knock on the door. Two Guardians quietly let themselves in.
<*Sister Windward, you know why we are here.*>
<*Confirmed. I have been waiting for you.*>
<*Shall we go then?*>
The three of them leave. Windward's sponsors have been notified that she is taking a break from her duties. She is escorted to a facility called a "Recovery House", and spends several days there in physical activity and mind-to-mind sessions with one of the facility's "Mothers".
Eventually, she returns. She knows that everything will be alright, comfortable in the knowledge that Sunsail truly deserves her new assignments, and that no questions will be asked about her absence.
... and life goes on...

Delightfully disturbing yet plausible. I could see that for premeditated crimes, but wouldn't there still be crimes of passion? If Sunsail spills her hot beverage of choice on Windward's new outfit accidentally, things might come to a head unexpectedly.
I guess another question is what happens if a non-loroi is accused of committing a crime against the loroi - I assume the loroi get jurisdiction in that case as well.

Great, now we're at the level of literal thought crimes. I wonder if the mere idea of breaking the law is punishable in Loroi society.

The Loroi police are military. They are armed in a variety of different ways, from a simple sidearm to full armor and military weapons (the Loroi "SWAT" teams are essentially military special ops). To clarify: Loroi immunity to prosecution in foreign courts applies only to the warrior class. Loroi civilians are subject to whatever legal jurisdiction in which the alleged crime was committed.
The Loroi courts martial and the "civilians" courts are separate system, but subject to the same legal rules except for laws which apply specifically to civilians or warriors. This is similar to the distinction between state and federal courts in the US.
Loroi enclaves on worlds that are not under Loroi control are treated as separate colonies with sovereign territory, similar to foreign embassies on Earth. Most Loroi stay in their own enclaves, and any crimes committed in Loroi territory are wholly within Loroi jurisdiction (except for the case that involves something outside Loroi territory; for example, lobbing an artillery shell at a target outside the enclave). Crimes alleged by the host nation against a Loroi warrior for crimes committed in their jurisdiction can still be prosecuted, but they have to do so in Loroi courts martial. This doesn't create much tension (as Loroi military punishments are usually much harsher than those of a typical Union world), except in the case of a very high ranking officer, as the Loroi courts can refuse to prosecute... but this is a rare occurrence.
And no, there are no "thought crimes." Unless you consider a telepathic attack to be a thought crime.

No, I mean if the police reads somebody's mind and sees plans for a criminal act, would this be considered a punishable crime already? Also, would the police need a (mind-search) warrant to read the thoughts of a suspect?
Would Loroi criminals wear baseball caps with "come back with a warrant" printed on them?

In our legal system, conspiracy is a crime, but it requires at the very least that you communicate the plan to someone else. Even in a telepathic society, thought and communication are not the same thing. If Loroi law enforcement received intelligence of someone planning a crime, they'd do the same thing our law enforcement is supposed to do: surveil the individual until she actually commits a crime. And no, Loroi law enforcement doesn't need a warrant.

I think it was mentioned at some point that Loroi like their governing bodies and systems to be complex, but I can't be sure. If that's true, that does not strike me as sufficient for a warrior society. If you're a commanding officer who must devote her efforts to war and running an empire, why would you want to make your system more complicated? Seems like an unnecessary headache to me.

I think bureaucracies have a way of creating themselves over time, regardless of what nominal person in charge wants. In human systems at least, it may be the inevitable consequence of a civilization that has survived a very long time. Legislatures tend to pass more laws than they repeal, and this builds up over time unless the civilization is periodically made over from scratch. Byzantium is probably the most obvious example of this: a Roman civilization that had lasted for some 1500 years. It's also a little bit of a wink at what civilization might be like if women made the rules. It seems that nothing involving females is ever simple and straightforward.

Men find it easy to talk about things (as in not people per se) and problems and solutions.
Women? Find it easy to talk about about feelings and people.
My conclusion? Both sexes have their base preferences, not to say females who can chat like a guy don't exist, they do.... I am just reporting what I have seen.
There you have the complexity.
Ladies are in competition with each other over things a man may not even grasp, since what is more important to a woman is often less so to a guy and vice a versa.
